The challenge
India's rural governance runs through 250,000 gram panchayats, and administered through 32 lakh elected Panchayati Raj representatives and functionaries — the largest elected body on earth.
Each gram panchayat is responsible for development planning, scheme delivery, and public services for all the villages in India. Each election cycle brings new representatives - and they all need to be trained.
What if every elected representative had a learning companion in their pocket, spoke their language, understood their context and was available to help them 24x7?
Our Approach

Panch Dhara is a spatial learning platform. Open it on a phone or computer and you see your village - a navigable map with buildings you can walk into. Each building is a learning scenario.
Enter the Panchayat Bhavan for an orientation walkthrough. Watch videos of the foundation concepts of Panchayat governance. Walk to the Gram Sabha Ground and a character appears - asking you questions and doing a role play scenario. The AI voice agent questions and you answer - in voice, in your language. The agent evaluates, corrects, moves to the next decision point. Learning by interacting.
Enter the GP Office and it becomes a GPDP war room - your actual gram panchayat data on screen. The Market becomes a revenue walk: identify untapped Own Source Revenue. The Water Tank becomes a JJM inspection. Each scenario is a role play: watch, practice, test, apply.
